PARISH COUNCIL NOTES FROM MEETING ON 10TH JANUARY 2008

Local Government Review. Cllrs Virgo and Wheatley, in the absence of Cllr Kemp, put their views to the meeting regarding the possible outcome of the Review. Until guidance had been received by the Boundary Commission from the Government, it was difficult to know the outcome of this, but Judith Virgo said they were pushing first for a complete Norfolk County option, with the possible Doughnut (around Norwich) as an alternative. All Councillors were in disagreement of Bawburgh being part of the new Norwich Unitary status, although as an adjoining parish it had been included in some plans.

Speeding Traffic. A reply was still awaited from the Police regarding the request for a radar speed gun in the village. Marianne Moselle requested that New Road was included in this.

David Goodman reported on his election to the Neighbourhood Forum, which meant he now had a vote on the distribution of money for projects. This was a new Forum, and David was keen that smaller communities reaped the benefits of the funds which were available.

Drain in Church Street. The Clerk would remind Highways that it was two months since the matter was drawn to their attention.

New Road footpath to Costessey. The modification to the Definitive Map was expected a few days after the meeting.

Closure of Stocks Hill (see front page).

Planning. A planning application had been received for a further access point to the meadow from Hockering Lane. The Council agreed to oppose the new access, since one had already been made, and this would further destroy the new hedging provided after the widening of the road. Cllr Wheatley drew attention to three major constraints on this land, so far as planning was concerned: It was agricultural land on a flood plain; it was within the Yare Valley and surrounded by a Conservation area.

Complaints had been made regarding the erection of a “smoking shelter” to the Kings Head.

Listed Buildings and Conservation area discussion at Long Stratton. Robin Green, David Goodman and John Stannard agreed to attend.

Community Composting. Although Marianne Moselle had brought this matter to the meeting, it was generally thought to be too much work for a team of people who would have to organise funding, a site and manage the area. If there was a feeling in the village for a Community Composting Site, the Council would reconsider.

David Goodman reported upon a booklet on the Norwich Joint Core Strategy. Bawburgh was within the “Norwich Policy Area” for this purpose, and on the edge of two of the areas, but he did not think any action was necessary. Roadshows in our area were taking place soon.

Potholes were to be reported to the Highways Dept on Long Lane corner, and on New Road.
